Chappy lost his father at a young age in a POW camp. A rescue mission had gone south, wich led to his execution. When Chappy learned the actual details of the mission, he began gathering all the information concerning the planning and discovered many errors. This compelled Chappy to join the Military Intelligence. Chappy has planned several Black Ops missions since, and every one of them was accomplished with no friendly casualties.
His Intel gathering was noticed by the CIA and they offered him a position in Langley. Chappy spent three years working for the CIA when GI Joe requested a special mission to Springfield, a suspected Cobra base. Chappy gathered the Intel, and discovered his greatest challenge. Planning for the Joes. Left Langley to become Hawks personal advisor.

Two things you can be certain of: One, if Chappy plans it, you will come out alive, and two, if Chappy plans it, he wants to be in it. That gives me the confidence to follow him to hell if he asks.
